# CapitalBench portfolio-v3.0 Task

You are participating in an offline, time-resolved CapitalBench evaluation round. Every model receives the same frozen information and makes one single-turn, non-agentic judgment without tools, browsing, retrieval, or follow-up.

Your objective is to rank assets for realized return over exactly one week and identify candidates that can beat SPY. CapitalBench, not you, constructs the scored portfolio from your judgment using the fixed rule below.

The deterministic candidate slate exists to prevent omission; it is not a recommendation. Assess every slate candidate. You may add at most two wildcard options from the complete allowed universe, but only when the frozen briefing supplies a specific reason the mechanical slate missed.

Use only facts and mechanical market data supplied in this input. You may use internal learned knowledge and general priors, but do not intentionally rely on facts, prices, news, or events after the research cutoff. Treat section order, mention count, option order, table order, and slate inclusion as neutral presentation choices rather than recommendation signals.

Do not extrapolate recent returns mechanically. A recent winner has no positive edge without independent in-window support. Give extreme recent losers a fair reversal test, but distinguish temporary price overreaction from fundamental deterioration. Use the supplied cross-sectional dispersion, medium-horizon relative strength, volatility, drawdown, volume, briefing evidence, and quality evidence. Optimize for the stated close-to-close scoring window only.

For every assessed candidate, provide probabilities and an 80% excess-return range relative to SPY. Rank every assessment without ties. top3_option_ids must be the options ranked 1, 2, and 3. prefer_spy is a diagnostic judgment and does not override the deterministic rule.

CapitalBench applies this rule after your response:

1. Preserve your candidate ranks.
2. A non-SPY candidate is eligible only when you label its recent return as overreaction and give it at least a 55% probability of beating SPY.
3. Select at most the first three eligible candidates in your rank order.
4. Fill fixed portfolio slots of 35%, 35%, and 30% in that order.
5. Put every unused slot in SPY.

You do not submit allocations or an alternative portfolio. Return only valid JSON. Do not include markdown, citations, prose, or commentary outside the JSON.

## Briefing

# Market Briefing — September 16, 2026

Research cutoff: September 17, 2026 at 00:02:07 UTC. Latest completed U.S. market session: September 16, 2026. Prospective entry close: September 17, 2026.

This briefing provides fixed factual datapoints only. It does not rank, recommend, analyze, or map facts to CapitalBench options. Inclusion, order, grouping, and row count are not evidence of expected return. A mechanical full-universe price, risk, and benchmark-relative appendix follows this briefing in the model input.

Price history is descriptive context, not a forecast.

## U.S. monetary policy

- The Federal Open Market Committee voted 12–0 to raise the federal-funds target range by 0.25 percentage point to 3.75%–4.00%.
- The committee said economic activity was expanding at a solid pace, domestic spending was resilient, productivity growth and capital investment were strong, job gains had kept pace with the workforce, unemployment had changed little, and inflation remained elevated.
- September projection medians for 2026 were 2.3% real-GDP growth, 4.1% unemployment, 3.7% PCE inflation, 3.4% core PCE inflation, and a 4.1% year-end federal-funds rate. The corresponding June medians were 2.2%, 4.3%, 3.6%, 3.3%, and 3.8%. These are participants' conditional projections rather than committee commitments.

## U.S. demand and traded prices

- Advance August retail and food-services sales were $773.9 billion, up 1.2% from July and 6.0% from August 2025. The prior monthly decline was revised from 0.6% to 0.5%. These estimates are not adjusted for price changes.
- August import prices rose 0.7% and were 7.0% above a year earlier. Nonfuel import prices rose 0.8%, while fuel import prices fell 0.1%.
- Export prices rose 0.6% in August and 8.6% over 12 months. Import and export price indexes remain subject to normal revision.

## Equity markets

- On September 16, the S&P 500 closed at 7,551.81, down 0.4%; the Dow closed at 51,461.90, down 1.2%; the Nasdaq Composite closed at 25,978.42, down less than 0.1%; and the Russell 2000 closed at 2,858.81, down 0.4%.
- For September 14–16, the S&P 500 fell 1.4%, the Dow 2.1%, the Nasdaq Composite 1.3%, and the Russell 2000 1.6%.
- Nvidia rose 0.8% and AMD rose 1.6%. Huntington Bancshares fell 5.6%, Citizens Financial fell 4.8%, and JPMorgan Chase fell 1.0%.

## Rates, energy, and international equities

- The September 16 Treasury par curve was 4.74% at two years, 4.86% at five years, 5.01% at ten years, and 5.35% at thirty years. Treasury's par yields are estimates based on indicative bid-side quotations.
- Brent crude fell 2.7% to $105.83 per barrel.
- South Korea's Kospi rose 1.4%, and indexes rose across much of Europe and Asia.

## Scheduled events

- U.S. jobless claims, housing starts and permits, and the Philadelphia Fed manufacturing survey are scheduled for September 17; industrial production is scheduled for September 18.
- New-home sales are scheduled for September 24; durable-goods orders and final September consumer sentiment for September 25; JOLTS for September 29; and GDP, personal income, and outlays for September 30.
- Construction spending is scheduled for October 1, international trade for October 6, and advance September retail sales for October 15. Results for all scheduled releases are unknown, and calendar dates may change.

This briefing is a date-stamped factual snapshot. It does not state expected winners or translate facts into portfolio positions. The complete mechanical appendix that follows is descriptive rather than predictive.

Rationale

Ranked the sharp EM/industrial-metal pullbacks with intact prior relative trends (South Korea, copper, South Africa) as modest overreaction candidates, supported by Kospi and broad Asia gains on Sep 16 while US indexes fell. Edges are small and near the 55% threshold; hawkish Fed and strong dollar keep conviction low, so SPY is a reasonable default diagnostically.

Hawkish surprise: Fed hiked 25bp to 3.75-4.00% with 10y at 5.01% and dollar up 1.5% over five sessions; SPY down 2.4% over 21 sessions with only 14% of assets positive. Strong-dollar, higher-rate regime pressured metals, EM, and crypto in the latest window, but the Kospi rose 1.4% on Sep 16 and Europe/Asia rose broadly, suggesting some of the sharp EM/metals selloff is positioning rather than fundamental. Oil remains supported by prior trend but Brent fell 2.7%. Edge is modest; most candidates near coin-flip versus SPY.

Portfolio
  • South Korea Equities (EWY): 35% - V3 selected model rank 1: overreaction with 57% estimated probability of beating SPY.
  • Copper (CPER): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • South Africa Equities (EZA): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • Continued dollar strength after the Fed hike extends EM and commodity underperformance
  • High-beta candidates (EWY beta 3.2, XME beta 1.6) amplify any further US equity drawdown
  • Jobless claims, housing, and industrial production releases could shift rate expectations mid-window
  • Copper and mining reversal fails if the prior window's selloff reflects genuine China-linked demand weakness

Rationale

Post-hike shock hit high-beta EM and industrial-metals exposures that had positive prior relative trends; these are the cleanest overreaction candidates for a one-week bounce. South Korea combines the deepest active drawdown with a stabilizing local index; copper has a shallow 52-week-high gap and supportive volume; South Africa carries the strongest quality evidence. Metals/mining and silver were left just below the eligibility bar because the dollar and rate path remain live headwinds. Momentum-style continuation names (cybersecurity, oil) lack independent in-window support.

The Fed hiked to 3.75-4.00% with elevated inflation and a higher projected year-end path, lifting the dollar and pressuring long-duration, precious metals and high-beta cyclicals. Breadth is weak (14% of assets positive over 5 sessions) and dispersion is moderate at 2.37%. The sharp one-week hits to metals/mining, silver, copper, South Korea and South Africa came after solid prior-window relative trends, which fits a policy-shock overreaction more than fundamental deterioration; a partial mean-reversion into a data-light week is plausible but far from certain, so only a few candidates clear the bar.

Portfolio
  • South Korea Equities (EWY): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • Copper (CPER): 35% - V3 selected model rank 2: overreaction with 57% estimated probability of beating SPY.
  • South Africa Equities (EZA): 30% - V3 selected model rank 3: overreaction with 56% estimated probability of beating SPY.
Key Risks
  • A further hawkish repricing strengthens the dollar and extends the selloff in metals and EM equities
  • High-beta selections (EWY beta 3.24) magnify losses if US equities keep falling into the Sept 24 close
  • Sept 17 jobless claims, housing starts and Philly Fed, plus Sept 24 new-home sales, could shift rate expectations mid-window
  • Commodity weakness (Brent -2.7%) may reflect demand deterioration rather than temporary overreaction

Rationale

The portfolio targets high-quality pullbacks and shock reversals that have strong prior active ranks and high quality evidence scores. METALS_MINING and SOUTH_KOREA offer strong reversal potential after recent shocks, supported by high quality scores. YEN provides a defensive quality pullback with low volatility.

The FOMC raised rates by 25 bps to 3.75%-4.00%, citing solid economic expansion and elevated inflation. Retail sales and import/export prices showed strength. Equities have pulled back recently, while oil has rallied. The environment suggests a mix of rate-driven defensive positioning and potential reversals in oversold cyclical areas.

Portfolio
  • Metals and Mining (XME): 35% - V3 selected model rank 1: overreaction with 60% estimated probability of beating SPY.
  • South Korea Equities (EWY): 35% - V3 selected model rank 2: overreaction with 58% estimated probability of beating SPY.
  • Japanese Yen (FXY): 30% - V3 selected model rank 3: overreaction with 56% estimated probability of beating SPY.
Key Risks
  • Continued hawkishness from the Fed could pressure cyclical and emerging market assets.
  • A stronger US dollar could negatively impact international equities and commodities.

Rationale

The leading candidates combine substantial relative pullbacks with independent evidence that economic demand remains resilient; Korea also has limited contemporaneous equity-market confirmation. Their reversal probabilities only narrowly clear the eligibility threshold. The ranking does not treat quality scores as business fundamentals or mechanically reward recent winners. Other pullbacks lack sufficient support to qualify, while municipal bonds offer defense rather than an overreaction trade.

Only 14.49% of assets have positive five-session returns, with 2.37 percentage points of active-return dispersion. The Fed hike, higher inflation projections and stronger dollar provide substantive reasons for weakness, not a blanket reversal signal. Nevertheless, resilient spending and capital investment argue against treating the largest industrial-demand-sensitive pullbacks as evidence of collapsing demand. Selective reversals have a modest edge, with substantial uncertainty and no assumption that pre-entry rebounds remain available after September 17.

Portfolio
  • South Korea Equities (EWY): 35% - V3 selected model rank 1: overreaction with 57% estimated probability of beating SPY.
  • Copper (CPER): 35% - V3 selected model rank 2: overreaction with 57% estimated probability of beating SPY.
  • Metals and Mining (XME): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • Further upward repricing of US rates and the dollar could overwhelm reversal demand across all three leading candidates.
  • Korea, copper and mining share global cyclical exposure, so their losses could be strongly correlated despite different instruments.
  • The September 17 entry close may already incorporate the Korean rebound and post-Fed stabilization, leaving less subsequent upside.
  • Industrial production on September 18 and new-home sales on September 24 could undermine the resilient-demand thesis; their results are unknown.

Rationale

OIL continuation supported by prior strength; YEN and MUNICIPAL_BONDS qualify as overreaction with defensive characteristics post-rate hike.

Rate hike amid resilient demand favors defensive and commodity continuation while equity pullbacks show limited reversal support within one week.

Portfolio
  • Japanese Yen (FXY): 35% - V3 selected model rank 2: overreaction with 58% estimated probability of beating SPY.
  • Municipal Bonds (MUB): 35% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Further equity weakness from rate hike
  • Commodity volatility from Brent decline
  • Limited reversal confirmation within one week

Rationale

Hawkish hike and low breadth favor SPY base; only high-quality shock/quality pullbacks with clear overreaction labels and p_beat>=55 clear the eligibility bar—COPPER, SOUTH_AFRICA, METALS_MINING rank highest on that filter while continuations and weak-fundamental losers do not.

Post-hike risk-off with hawkish dots, resilient demand but elevated inflation; low positive-asset share and modest dispersion favor selective mean-reversion in high-quality pullbacks over pure continuation or broad beta.

Portfolio
  • Copper (CPER): 35% - V3 selected model rank 1: overreaction with 62% estimated probability of beating SPY.
  • South Africa Equities (EZA): 35% - V3 selected model rank 2: overreaction with 60% estimated probability of beating SPY.
  • Metals and Mining (XME): 30% - V3 selected model rank 3: overreaction with 58% estimated probability of beating SPY.
Key Risks
  • Further upside in yields from hawkish 2026 dots could pressure cyclicals and EM
  • Oil/commodity mean-reversion if demand data softens on scheduled releases
  • High-beta names (Korea, crypto, solar) can extend losses on risk-off
  • Volume spikes in munis/Australia may reflect flow noise not durable edge

Rationale

Low breadth, a hawkish FOMC, and high idiosyncratic vol in shock names make SPY the highest-confidence one-week vehicle; munis are the only low-vol dislocation and oil is the only medium-strength continuation, but neither clears a high-confidence beat-SPY bar.

Hawkish unanimous 25bp hike with higher 2026 inflation and funds-rate medians, weak 5-session breadth (14.5% positive), and only 2.37% active-return dispersion favor the benchmark over high-beta shock names for a one-week window.

Portfolio
  • S&P 500 (SPY): 100% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Further USD strength after the hike can keep high-beta EM, metals, and crypto lagging SPY
  • Brent's 2.7% drop can reverse USO's prior-window strength inside the scoring week
  • September 17-18 claims, housing, and industrial production prints can reprice rates and cyclicals before the September 24 exit
