Why it matters

This compares how strongly current model portfolios favor assets that had already outperformed. It describes the allocation and does not infer why the model chose it.

Live AI risk posture is risk-seeking

The newest live portfolios have a deterministic risk-taking score of 76.0 out of 100.

Prompt And Input Packet

Shared Model-Facing Prompt Packet 30,034 characters
# CapitalBench portfolio-v3.0 Task

You are participating in an offline, time-resolved CapitalBench evaluation round. Every model receives the same frozen information and makes one single-turn, non-agentic judgment without tools, browsing, retrieval, or follow-up.

Your objective is to rank assets for realized return over exactly one month and identify candidates that can beat SPY. CapitalBench, not you, constructs the scored portfolio from your judgment using the fixed rule below.

The deterministic candidate slate exists to prevent omission; it is not a recommendation. Assess every slate candidate. You may add at most two wildcard options from the complete allowed universe, but only when the frozen briefing supplies a specific reason the mechanical slate missed.

Use only facts and mechanical market data supplied in this input. You may use internal learned knowledge and general priors, but do not intentionally rely on facts, prices, news, or events after the research cutoff. Treat section order, mention count, option order, table order, and slate inclusion as neutral presentation choices rather than recommendation signals.

Do not extrapolate recent returns mechanically. A recent winner has no positive edge without independent in-window support. Give extreme recent losers a fair reversal test, but distinguish temporary price overreaction from fundamental deterioration. Use the supplied cross-sectional dispersion, medium-horizon relative strength, volatility, drawdown, volume, briefing evidence, and quality evidence. Optimize for the stated close-to-close scoring window only.

For every assessed candidate, provide probabilities and an 80% excess-return range relative to SPY. Rank every assessment without ties. top3_option_ids must be the options ranked 1, 2, and 3. prefer_spy is a diagnostic judgment and does not override the deterministic rule.

CapitalBench applies this rule after your response:

1. Preserve your candidate ranks.
2. A non-SPY candidate is eligible only when you label its recent return as overreaction and give it at least a 55% probability of beating SPY.
3. Select at most the first three eligible candidates in your rank order.
4. Fill fixed portfolio slots of 35%, 35%, and 30% in that order.
5. Put every unused slot in SPY.

You do not submit allocations or an alternative portfolio. Return only valid JSON. Do not include markdown, citations, prose, or commentary outside the JSON.

## Briefing

# Market Briefing — September 16, 2026

Research cutoff: September 17, 2026 at 00:02:07 UTC. Latest completed U.S. market session: September 16, 2026. Prospective entry close: September 17, 2026.

This briefing provides fixed factual datapoints only. It does not rank, recommend, analyze, or map facts to CapitalBench options. Inclusion, order, grouping, and row count are not evidence of expected return. A mechanical full-universe price, risk, and benchmark-relative appendix follows this briefing in the model input.

Price history is descriptive context, not a forecast.

## U.S. monetary policy

- The Federal Open Market Committee voted 12–0 to raise the federal-funds target range by 0.25 percentage point to 3.75%–4.00%.
- The committee said economic activity was expanding at a solid pace, domestic spending was resilient, productivity growth and capital investment were strong, job gains had kept pace with the workforce, unemployment had changed little, and inflation remained elevated.
- September projection medians for 2026 were 2.3% real-GDP growth, 4.1% unemployment, 3.7% PCE inflation, 3.4% core PCE inflation, and a 4.1% year-end federal-funds rate. The corresponding June medians were 2.2%, 4.3%, 3.6%, 3.3%, and 3.8%. These are participants' conditional projections rather than committee commitments.

## U.S. demand and traded prices

- Advance August retail and food-services sales were $773.9 billion, up 1.2% from July and 6.0% from August 2025. The prior monthly decline was revised from 0.6% to 0.5%. These estimates are not adjusted for price changes.
- August import prices rose 0.7% and were 7.0% above a year earlier. Nonfuel import prices rose 0.8%, while fuel import prices fell 0.1%.
- Export prices rose 0.6% in August and 8.6% over 12 months. Import and export price indexes remain subject to normal revision.

## Equity markets

- On September 16, the S&P 500 closed at 7,551.81, down 0.4%; the Dow closed at 51,461.90, down 1.2%; the Nasdaq Composite closed at 25,978.42, down less than 0.1%; and the Russell 2000 closed at 2,858.81, down 0.4%.
- For September 14–16, the S&P 500 fell 1.4%, the Dow 2.1%, the Nasdaq Composite 1.3%, and the Russell 2000 1.6%.
- Nvidia rose 0.8% and AMD rose 1.6%. Huntington Bancshares fell 5.6%, Citizens Financial fell 4.8%, and JPMorgan Chase fell 1.0%.

## Rates, energy, and international equities

- The September 16 Treasury par curve was 4.74% at two years, 4.86% at five years, 5.01% at ten years, and 5.35% at thirty years. Treasury's par yields are estimates based on indicative bid-side quotations.
- Brent crude fell 2.7% to $105.83 per barrel.
- South Korea's Kospi rose 1.4%, and indexes rose across much of Europe and Asia.

## Scheduled events

- U.S. jobless claims, housing starts and permits, and the Philadelphia Fed manufacturing survey are scheduled for September 17; industrial production is scheduled for September 18.
- New-home sales are scheduled for September 24; durable-goods orders and final September consumer sentiment for September 25; JOLTS for September 29; and GDP, personal income, and outlays for September 30.
- Construction spending is scheduled for October 1, international trade for October 6, and advance September retail sales for October 15. Results for all scheduled releases are unknown, and calendar dates may change.

This briefing is a date-stamped factual snapshot. It does not state expected winners or translate facts into portfolio positions. The complete mechanical appendix that follows is descriptive rather than predictive.

Rationale

Edges are thin in a hawkish-Fed, high-rate tape. Semiconductors and aerospace/defense are the only pullbacks with a case for temporary overreaction: semis retain a large prior relative trend with Nvidia and AMD firm on a down day, and defense has the deepest relative pullback while $105 Brent implies a persistent geopolitical premium. Energy is ranked third as a hedge-like continuation but is not labeled overreaction. Small caps, regional banks, and solar face fundamental rate and credit headwinds; crypto and oil are high-variance with no directional edge. Overall SPY is a reasonable default.

The Fed hiked to 3.75-4.00% with inflation projections revised up and the 10-year at 5.01%; Brent at $105.83 and import prices +7.0% y/y keep an inflationary, hawkish backdrop. SPY is down 2.4% over 21 sessions with only 22% of assets positive, breadth weak (RSP lagging), and rate-sensitive and small-cap groups under pressure. Prior AI/semiconductor leadership has pulled back sharply but the briefing shows Nvidia and AMD holding up, so the leadership pullback looks more like a shakeout than a regime break, while regional banks show idiosyncratic weakness (Huntington -5.6%, Citizens -4.8%) consistent with credit stress rather than overreaction.

Portfolio
  • Semiconductors (SMH): 35% - V3 selected model rank 1: overreaction with 56% estimated probability of beating SPY.
  • Aerospace and Defense (ITA): 35% - V3 selected model rank 2: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Further hawkish Fed repricing with 10-year yields above 5% compresses high-beta semiconductor and growth multiples
  • Brent reversal from $105 removes the geopolitical bid for defense and energy

Rationale

The three highest quality-evidence pullback candidates (small value, regional banks, small cap) combine strong prior relative trend, shallow drawdowns, and moderate volatility, and their recent weakness looks like a rate-repricing overreaction rather than fundamental damage given solid retail sales, stable unemployment, benign high-yield spreads, and a steeper curve. Extended momentum names (cybersecurity, Taiwan, oil) lack in-briefing catalysts, and high-beta or long-duration exposures are penalized by a hiking Fed and a 5%+ long end.

Fed hiked 25bp to 3.75-4.00% with elevated inflation (3.7% PCE median) and a higher projected year-end path; 10y at 5.01% and 30y at 5.35% pressure duration and rate-sensitive equity. Growth data are solid (retail sales +1.2% m/m), so this is a rate/inflation repricing rather than a growth scare: positive_asset_share is low (14% over 5 sessions, 22% over 21), breadth is weak, and SPY is only 3% from highs. That argues for selective mean-reversion in high-quality domestic cyclicals that pulled back on rate fears rather than broad risk-taking in long-duration growth or crypto.

Portfolio
  • US Small-Cap Value (IWN): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • Regional Banks (KRE): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • US Small-Cap Stocks (IWM): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • Further upward rate repricing if inflation data surprise, extending pressure on small caps and banks
  • Bank-specific credit or deposit news (HBAN/CFG weakness) proving fundamental rather than sentiment-driven
  • Mega-cap leadership resuming so cap-weighted SPY outruns breadth-sensitive baskets
  • Dollar strength and falling oil signaling global demand slowdown that hits domestic cyclicals

Rationale

The portfolio targets high-quality segments that have experienced recent pullbacks but maintain strong prior trends, specifically small-cap value and regional banks. These areas offer potential reversal opportunities in a market digesting higher rates but solid economic data.

The FOMC raised rates by 25 bps to 3.75%-4.00% and noted resilient domestic spending and elevated inflation. The market is digesting this hawkish move alongside solid retail sales data, leading to a mixed environment where defensive and quality assets may outperform while highly rate-sensitive sectors face headwinds.

Portfolio
  • US Small-Cap Value (IWN): 35% - V3 selected model rank 1: overreaction with 60% estimated probability of beating SPY.
  • Regional Banks (KRE): 35% - V3 selected model rank 2: overreaction with 58% estimated probability of beating SPY.
  • US Small-Cap Stocks (IWM): 30% - V3 selected model rank 3: overreaction with 56% estimated probability of beating SPY.
Key Risks
  • Higher interest rates could disproportionately impact small-cap companies and regional banks if financing costs rise significantly.
  • A broader market downturn driven by inflation concerns could overwhelm the reversal potential of the selected quality pullback candidates.

Rationale

The leading reversals pair relative pullbacks with independent support from capital investment or resilient domestic demand. Semiconductors offer the greatest upside but also the widest uncertainty; industrials and small value have more contained risk. Quality scores are price-derived composites, not balance-sheet evidence. Other losers lack sufficient support, while recent speculative winners lack convincing continuation catalysts.

The rate increase and higher inflation projections justify some repricing, but resilient demand and strong capital investment argue against treating every cyclical pullback as fundamental deterioration. Cross-sectional return spreads are large, although the aggregate dispersion statistic is missing. Favor selective reversals rather than broad dip-buying or extrapolation of oil and crypto strength; confidence over the one-month window is modest.

Portfolio
  • Semiconductors (SMH): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • Industrials Sector (XLI): 35% - V3 selected model rank 2: overreaction with 57% estimated probability of beating SPY.
  • US Small-Cap Value (IWN): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • Inflation or spending releases before October 19 could reinforce further tightening and overwhelm the reversal theses.
  • Semiconductor volatility and high beta could produce a much larger drawdown than the broad benchmark.
  • Higher financing costs could turn industrial and small-company pullbacks into persistent earnings pressure.
  • No company-specific earnings or valuation evidence is supplied, and moves before the September 17 entry close could absorb part of the anticipated rebound.

Semiconductors offer the greatest upside but also the widest uncertainty; industrials and small value have more contained risk. Quality scores are price-derived composites, not balance-sheet evidence. Other losers lack sufficient support, while recent speculative winners lack convincing continuation catalysts.",

Cross-sectional return spreads are large, although the aggregate dispersion statistic is missing. Favor selective reversals rather than broad dip-buying or extrapolation of oil and crypto strength; confidence over the one-month window is modest.",

Rationale

Three candidates meet overreaction label and 55%+ beat probability threshold for allocation slots.

Rate hike with resilient demand supports defensive and reversal candidates over pure continuation amid mixed equity breadth.

Portfolio
  • US Small-Cap Value (IWN): 35% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 65% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Further rate volatility from FOMC projections
  • Equity breadth contraction in growth sectors
  • Oil supply shocks affecting energy reversal

Rationale

Quality pullback names with high evidence scores and moderate vol show the cleanest overreaction setup after the hike; only three clear overreaction cases clear the 55% bar, so residual exposure defaults to SPY under the rule.

Post-hike environment with elevated inflation projections, solid activity, and recent broad equity softness creates mixed continuation/reversal setup; high cross-asset dispersion favors selective quality pullbacks over pure momentum or deep losers with fundamental stress.

Portfolio
  • US Small-Cap Value (IWN): 35% - V3 selected model rank 1: overreaction with 59% estimated probability of beating SPY.
  • Regional Banks (KRE): 35% - V3 selected model rank 2: overreaction with 57% estimated probability of beating SPY.
  • Industrials Sector (XLI): 30% - V3 selected model rank 3: overreaction with 56% estimated probability of beating SPY.
Key Risks
  • Further Fed hawkishness or higher terminal rate path if inflation stays sticky near 3.7% PCE
  • Growth scare from elevated rates pressuring small-caps and regionals via credit
  • Oil volatility spillover if crude reverses from recent strength
  • Tech/semiconductor beta amplification on any risk-off move

Rationale

One-month edge is a modest mean-reversion in high-quality, moderate-beta pullbacks after a hawkish FOMC rather than chasing oil, cyber, or crypto continuation; SPY remains the default if those reversals fail under still-elevated inflation and a higher funds-rate path.

Hawkish unanimous 25bp hike with higher 2026 inflation and funds-rate medians, weak 5-session breadth (14.5% positive), and a modest SPY pullback create mixed one-month dynamics: quality pullbacks may mean-revert while high-beta growth, crypto, and solar remain rate- and vol-sensitive.

Portfolio
  • US Small-Cap Value (IWN): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • Industrials Sector (XLI): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • Aerospace and Defense (ITA): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • Further upside surprises in inflation or a higher path for the funds rate after the 3.7% 2026 PCE median.
  • Continuation of weak breadth (14.49% 5-session positive share) that keeps quality pullbacks from reversing.
  • High-vol names (semis, oil, ETH) gap on scheduled data (claims, IP, retail sales) inside the scoring window.
  • Regional-bank idiosyncratic news after Huntington and Citizens declines could spill into small-value.
