Prompt And Input Packet

Shared Model-Facing Prompt Packet 31,922 characters
# CapitalBench portfolio-v3.0 Task

You are participating in an offline, time-resolved CapitalBench evaluation round. Every model receives the same frozen information and makes one single-turn, non-agentic judgment without tools, browsing, retrieval, or follow-up.

Your objective is to rank assets for realized return over exactly one month and identify candidates that can beat SPY. CapitalBench, not you, constructs the scored portfolio from your judgment using the fixed rule below.

The deterministic candidate slate exists to prevent omission; it is not a recommendation. Assess every slate candidate. You may add at most two wildcard options from the complete allowed universe, but only when the frozen briefing supplies a specific reason the mechanical slate missed.

Use only facts and mechanical market data supplied in this input. You may use internal learned knowledge and general priors, but do not intentionally rely on facts, prices, news, or events after the research cutoff. Treat section order, mention count, option order, table order, and slate inclusion as neutral presentation choices rather than recommendation signals.

Do not extrapolate recent returns mechanically. A recent winner has no positive edge without independent in-window support. Give extreme recent losers a fair reversal test, but distinguish temporary price overreaction from fundamental deterioration. Use the supplied cross-sectional dispersion, medium-horizon relative strength, volatility, drawdown, volume, briefing evidence, and quality evidence. Optimize for the stated close-to-close scoring window only.

For every assessed candidate, provide probabilities and an 80% excess-return range relative to SPY. Rank every assessment without ties. top3_option_ids must be the options ranked 1, 2, and 3. prefer_spy is a diagnostic judgment and does not override the deterministic rule.

CapitalBench applies this rule after your response:

1. Preserve your candidate ranks.
2. A non-SPY candidate is eligible only when you label its recent return as overreaction and give it at least a 55% probability of beating SPY.
3. Select at most the first three eligible candidates in your rank order.
4. Fill fixed portfolio slots of 35%, 35%, and 30% in that order.
5. Put every unused slot in SPY.

You do not submit allocations or an alternative portfolio. Return only valid JSON. Do not include markdown, citations, prose, or commentary outside the JSON.

## Briefing

# Market input report — September 11, 2026

Research cutoff: 2026-09-11T03:51:50Z. Market observations refer to September 10 unless another period is stated. September 11 U.S. releases and trading outcomes are not available at this cutoff.

This briefing provides fixed factual datapoints only. It does not rank, recommend, analyze, or map facts to CapitalBench options. Inclusion, order, grouping, and row count are not evidence of expected return. A mechanical full-universe price, risk, and benchmark-relative appendix follows this briefing in the model input.

## Producer prices

- BLS released August producer-price estimates on September 10. Seasonally adjusted final-demand prices increased 0.4% for the month, after July's revised 0.1% increase. The unadjusted annual increase was 5.4%. Goods prices rose 1.1% monthly, while services rose 0.1%.
- In the same BLS release, final demand excluding food, energy and trade services increased 0.3% monthly and 4.7% annually. Final-demand energy rose 4.2% monthly, whereas goods excluding food and energy rose 0.4%. April–July figures incorporate late reports and corrections; subsequent revisions remain possible.

## Employment and housing activity

- The Labor Department's September 10 advance estimates put initial unemployment claims at 206,000 for the week ended September 5, down 1,000 from the revised prior week. The four-week average also stood at 206,000. Continuing insured claims for the earlier week ended August 29 were 1.774 million, down 1,000; the insured unemployment rate was 1.2%.
- NAR's August existing-home sales, reported September 10 by AP, were a seasonally adjusted annualized 3.98 million units, down 2.0% from July and 1.2% from August 2025. This series covers completed sales of previously occupied homes, not new-home starts or pending contracts.

## European monetary policy and forecasts

- The ECB announced a 25-basis-point increase in each key interest rate on September 10. Effective September 16, the deposit facility rate will be 2.50%, main refinancing 2.65%, and marginal lending 2.90%. These are announced future-effective rates, not an additional increase already implemented on September 10.
- The ECB's September staff baseline forecasts put euro-area inflation at 3.0% in 2026 and 2.5% in 2027, with real growth of 0.9% and 1.4%. The ECB described upside inflation risks and downside growth risks, and did not commit to a future rate path. These are conditional projections, not realized data.

## Equities and market breadth

- AP's September 10 closing summary recorded the S&P 500 at 7,591.70 (-0.6%), Dow at 52,064.10 (-0.6%), Nasdaq Composite at 26,081.72 (-0.7%), and Russell 2000 at 2,890.95 (-1.0%).
- Reuters' September 10 report published at 14:21 ET recorded nine of eleven S&P sector indexes declining and a 2.3-to-one ratio of declining to advancing S&P constituents. These are intraday breadth observations; they are not presented as closing breadth or synchronized with AP's closing levels.

## Bond and mortgage rates

- AP's September 10 market wrap quoted the ten-year Treasury yield at 4.95%. Reuters' earlier 10:30 ET report quoted ten-year German and French government yields at 3.45% and 4.35%. The quotations were taken at different times and are not official, synchronized yield-curve observations.
- Freddie Mac's survey published September 10 showed the thirty-year fixed mortgage rate averaging 6.76%, versus 6.71% the prior week and 6.35% a year earlier. The fifteen-year average was 6.09%, versus 6.04% the prior week. The survey averages offered rates from the preceding Thursday through Wednesday.

## Energy prices and inventories

- AP reported September 10 Brent settlement at $107.63 per barrel, up 6.3%. Separately, EIA's September 10 petroleum release for the week ended September 4 showed commercial crude stocks down 0.4 million barrels to 424.1 million, matching their five-year average. Gasoline stocks rose 1.3 million barrels but remained 5% below their five-year average; distillate stocks rose 2.1 million but remained 13% below average.
- EIA's September 10 gas-storage release estimated September 4 working stocks at 3,254 billion cubic feet, up 40 billion over the week. Stocks were 79 billion below the year-earlier level and 148 billion above the five-year average, within the five-year historical range. These weekly inventory estimates precede the September 10 market session.

## Events scheduled within the holding windows

- Before the September 18 weekly exit: BLS schedules August CPI on September 11 at 08:30 ET and import/export prices on September 16 at 08:30; Census schedules retail sales September 16 at 08:30 and housing starts September 17 at 08:30. The FOMC meets September 15–16 with projections. CPI falls after this research cutoff but before the planned September 11 entry close; its result is unknown here.
- Between the weekly exit and October 12 monthly exit: Census schedules new-home sales September 24 and durable goods September 25; BLS schedules JOLTS September 29 and employment October 2. BEA schedules third-estimate Q2 GDP and August income/PCE September 30 at 08:30 ET, then August international trade October 6 at 08:30. These are scheduled publications, subject to change, with no results assumed.

Fact selection and ordering do not indicate expected winners. The complete mechanical appendix supplies descriptive historical evidence, not return forecasts.

Rationale

Only two slate names pass a fair reversal test as sentiment overreactions: aerospace/defense (largest relative shock on light volume amid a geopolitically charged oil spike) and industrials (steep one-month relative drop from a modest prior trend, moderate vol). Neither is high conviction, so probabilities sit near the 55% threshold. Recent tech/semi/Taiwan winners lack in-window catalysts and face FOMC and hot inflation with high beta; discretionary, robotics and solar show persistent underperformance consistent with fundamentals, not shock. Oil continuation is plausible but too wide-tailed to prefer over SPY. Overall preference leans toward SPY given weak breadth and macro uncertainty.

Stagflation-tinged tape: PPI hot (0.4% m/m, 5.4% y/y), Brent +6.3% to $107.63, 10y at 4.95%, ECB hiking, mortgage rates rising. Equities soft with weak breadth (RSP lagging SPY by 1.8% over 21 sessions, only 22% of assets positive). FOMC Sept 15-16 and CPI Sept 11 are binary catalysts inside the window. Energy/commodities are the continuation leaders; cyclical industrials and defense are the recent shock losers. Given hot inflation and oil, I treat defensive/quality and energy-linked exposure as most favorable versus SPY, and give measured reversal credit only where the drawdown looks like a sentiment washout rather than a fundamental hit.

Portfolio
  • Aerospace and Defense (ITA): 35% - V3 selected model rank 1: overreaction with 57% estimated probability of beating SPY.
  • Industrials Sector (XLI): 35% - V3 selected model rank 2: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Hot CPI on Sept 11 or a hawkish FOMC (Sept 15-16) could extend the equity drawdown, hurting beta-1 cyclicals like ITA and XLI more than SPY
  • Oil reversal from $107 Brent would unwind energy-linked leadership and could favor the discretionary/tech names ranked low here
  • Defense and industrials weakness may reflect unreported fundamental news not in the briefing, making the overreaction label wrong
  • Continued mega-cap tech leadership would keep cap-weighted SPY ahead of equal-weight and cyclical exposures

Overall preference leans toward SPY given weak breadth and macro uncertainty.",

Rationale

Ranked on quality-pullback logic: strong prior relative trends with fresh, shallow relative drawdowns and contained volatility. CIBR, IWM and IWN hold the three highest quality evidence scores in the slate and their recent underperformance looks like a breadth-driven overreaction rather than fundamental damage. Extended momentum (OIL, ETHA, TAIWAN) and chronically deteriorating names (ITA, TAN, XLY) are ranked below, since a single hot-inflation window and a 53%-vol oil rally offer no durable one-month edge.

Broad weakness with narrow leadership: SPY -0.96% over 5 sessions, equal-weight lagging by 1.5pp, only ~22% of assets positive. Inflation data is hot (PPI +0.4% m/m, 5.4% y/y; 10y at 4.95%; Brent +6.3% to $107.63), which pressures duration and rate-sensitive equities and supports energy. FOMC Sept 15-16 plus CPI are near-term binary events. Best risk-adjusted setups are high-quality pullbacks (CIBR, IWM/IWN, RSP-like breadth names) rather than chasing oil or crypto momentum.

Portfolio
  • Cybersecurity (CIBR): 35% - V3 selected model rank 1: overreaction with 60% estimated probability of beating SPY.
  • US Small-Cap Stocks (IWM): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • US Small-Cap Value (IWN): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • Hot August CPI on Sept 11 plus a hawkish Sept 15-16 FOMC could lift the 10y above 4.95% and hit small caps and high-beta tech hardest
  • Brent at $107.63 sustains an inflation shock that compresses margins and consumer demand into October
  • Breadth deterioration (2.3-to-1 decliners, RSP lagging SPY by 1.76pp over 21 sessions) could persist, favoring mega-cap SPY over the small-cap and thematic tilts
  • Cybersecurity carries 31.4% volatility, so a growth-factor unwind can overwhelm the pullback thesis within one month

Rationale

The portfolio targets sectors that have experienced recent pullbacks but show potential for reversal based on quality scores and market context.

The market is experiencing a mixed environment with some sectors showing strength while others pull back. The ECB rate hike and upcoming US economic data releases add uncertainty.

Portfolio
  • Aerospace and Defense (ITA): 35% - V3 selected model rank 1: overreaction with 60% estimated probability of beating SPY.
  • Solar Energy (TAN): 35% - V3 selected model rank 2: overreaction with 58% estimated probability of beating SPY.
  • Industrials Sector (XLI): 30% - V3 selected model rank 3: overreaction with 56% estimated probability of beating SPY.
Key Risks
  • Unexpected inflation data from the upcoming CPI release could negatively impact equities.
  • Further rate hikes or hawkish signals from central banks could increase market volatility.

Rationale

Oil ranks first on modest, independently supported continuation rather than reversal. Cybersecurity and small value have the strongest tentative overreaction cases, but neither reaches the required 55% confidence threshold. The price-derived quality scores do not establish fundamental resilience. Consequently, no candidate qualifies under the fixed reversal rule, and benchmark exposure is preferable to forcing a selection.

Large differences between energy, crypto and lagging cyclicals indicate high dispersion, although the aggregate dispersion statistic is missing. Inflation pressure, elevated yields and weak breadth argue against indiscriminate dip buying. Oil has independent inventory support, but its advance already discounts considerable strength. Quality pullbacks offer tentative reversal opportunities rather than compelling one-month edges. CPI occurs before the entry close, so its immediate reaction cannot be captured.

Portfolio
  • S&P 500 (SPY): 100% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Unknown September 11 CPI can materially change entry prices before the strategy begins earning returns.
  • The September 15–16 FOMC projections and September 30 PCE release could extend rate pressure or trigger a sharp growth-stock rebound.
  • Oil could reverse its large advance because crude inventories are at their five-year average, despite tighter product inventories.
  • October 2 employment and September retail-sales data could overturn the tentative domestic-demand assessment.
  • No sector earnings, valuation or balance-sheet evidence is supplied; technical pullbacks may conceal genuine deterioration.

Rationale

OIL leads on continuation; CYBERSECURITY qualifies on overreaction and quality; limited other candidates meet 55% threshold.

Energy and select tech showing continuation amid broad equity pullback and rate pressure; limited reversal signals in quality names.

Portfolio
  • Cybersecurity (CIBR): 35% - V3 selected model rank 2: overreaction with 58% estimated probability of beating SPY.
  • S&P 500 (SPY): 65% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Oil volatility from inventory data
  • Rate path uncertainty post-ECB
  • Broad equity breadth weakness

Rationale

Quality pullbacks in small-caps and cybersecurity offer the clearest overreaction setups with p_beat >=55 amid high dispersion and soft breadth; most other slate names lack sufficient independent support or show continuation risk/fundamental weakness, favoring SPY fill for unused slots under the deterministic rule.

Elevated cross-sectional dispersion with oil/crypto strength versus broad equity weakness, sticky PPI, ECB hike, and soft housing; mixed continuation in energy/tech versus potential mean-reversion in quality pullbacks and shock losers over one-month window.

Portfolio
  • US Small-Cap Stocks (IWM): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • US Small-Cap Value (IWN): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • Cybersecurity (CIBR): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • Unknown September 11 CPI print and mid-September FOMC could reverse rate-sensitive small-cap and growth tilts
  • Oil continuation or further PPI stickiness may sustain energy outperformance and pressure equities
  • High-vol names (semis, Taiwan, crypto) remain vulnerable to sharp drawdowns if risk appetite fades
  • ECB hike and European growth downside could spill into global risk assets before October exit

Rationale

Cross-section is mixed: oil and some tech still strong while most cyclicals and small caps pulled back under rising PPI, rates, and weak breadth. Highest-quality modest pullbacks rank first, but none clear a high-confidence one-month edge versus SPY given CPI/FOMC in-window and stretched energy.

Narrow equity weakness (SPY -0.96% 5s, RSP lagging, 21.7% positive share) coincides with a PPI goods/energy spike, ECB hike, 4.95% 10y, and a large oil continuation; breadth and rates argue against high-beta continuation while oil/crypto already stretched.

Portfolio
  • S&P 500 (SPY): 100% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Unknown August CPI on Sep 11 and FOMC Sep 15-16 can reprice duration and growth stocks inside the window.
  • Further crude strength after Brent $107.63 and tight distillate stocks can keep inflation sticky and pressure cyclicals.
  • High-beta slate names (SMH, TAN, ETHA, ARKQ) have 30-50% horizon vol and large drawdowns, so reversal or continuation both have wide error bands.
