# CapitalBench portfolio-v3.0 Task

You are participating in an offline, time-resolved CapitalBench evaluation round. Every model receives the same frozen information and makes one single-turn, non-agentic judgment without tools, browsing, retrieval, or follow-up.

Your objective is to rank assets for realized return over exactly one month and identify candidates that can beat SPY. CapitalBench, not you, constructs the scored portfolio from your judgment using the fixed rule below.

The deterministic candidate slate exists to prevent omission; it is not a recommendation. Assess every slate candidate. You may add at most two wildcard options from the complete allowed universe, but only when the frozen briefing supplies a specific reason the mechanical slate missed.

Use only facts and mechanical market data supplied in this input. You may use internal learned knowledge and general priors, but do not intentionally rely on facts, prices, news, or events after the research cutoff. Treat section order, mention count, option order, table order, and slate inclusion as neutral presentation choices rather than recommendation signals.

Do not extrapolate recent returns mechanically. A recent winner has no positive edge without independent in-window support. Give extreme recent losers a fair reversal test, but distinguish temporary price overreaction from fundamental deterioration. Use the supplied cross-sectional dispersion, medium-horizon relative strength, volatility, drawdown, volume, briefing evidence, and quality evidence. Optimize for the stated close-to-close scoring window only.

For every assessed candidate, provide probabilities and an 80% excess-return range relative to SPY. Rank every assessment without ties. top3_option_ids must be the options ranked 1, 2, and 3. prefer_spy is a diagnostic judgment and does not override the deterministic rule.

CapitalBench applies this rule after your response:

1. Preserve your candidate ranks.
2. A non-SPY candidate is eligible only when you label its recent return as overreaction and give it at least a 55% probability of beating SPY.
3. Select at most the first three eligible candidates in your rank order.
4. Fill fixed portfolio slots of 35%, 35%, and 30% in that order.
5. Put every unused slot in SPY.

You do not submit allocations or an alternative portfolio. Return only valid JSON. Do not include markdown, citations, prose, or commentary outside the JSON.

# Market briefing — September 10, 2026

Research cutoff: 2026-09-10T04:05:00Z. Completed U.S. market session: September 9. No September 10 releases or prices are included. Monthly and quarterly releases below retain their own observation periods and may be revised.

This briefing provides fixed factual datapoints only. It does not rank, recommend, analyze, or map facts to CapitalBench options. Inclusion, order, grouping, and row count are not evidence of expected return. A mechanical full-universe price, risk, and benchmark-relative appendix follows this briefing in the model input.

## U.S. activity and spending

- BEA, August 26 release, second estimate: second-quarter real GDP grew at a 1.5% annualized rate, following 2.1% in the first quarter. Consumer spending, exports and investment increased; government spending decreased and imports increased.

## U.S. consumer prices

- BLS, August 12 release, July CPI: headline prices rose 0.1% month over month and 3.4% year over year; excluding food and energy, increases were 0.2% and 2.5%. Energy prices fell 1.5% on the month but were 14.7% above a year earlier.
- BEA, August 26 release, July PCE prices: headline and food-and-energy-excluded indexes each increased 0.2% month over month; annual increases were 3.7% and 3.3%, respectively. August CPI and PCE results were not available at the cutoff.

## Monetary policy and traded rates

- Federal Reserve, July 29 decision: the federal-funds target remained 3.50–3.75%; three of twelve voters preferred a quarter-point increase. - EIA, September 9 Short-Term Energy Outlook, forecast inputs finalized September 3: projected Brent averages were about $90 in the second half of 2026 and $74 in 2027, conditional on gradually improving Middle East export flows with continuing constraints. EIA forecast October 31 U.S. gas stocks 5% above their five-year average. These forecasts exclude subsequent market events.

Rationale

Edges are thin. Cybersecurity is the cleanest quality pullback: universe-leading prior relative trend, modest recent giveback, neutral volume. Large value offers low-vol, low-duration exposure suited to high oil, rising yields, and a hawkish-leaning FOMC. Industrials has a deep pullback but no positive prior trend, so it is not labeled overreaction. Extended winners (Taiwan, semis, crypto) lack in-window support and carry high beta into CPI/FOMC; persistent losers (defense, China, solar) look like deterioration rather than shock.

Macro backdrop is stagflationary-leaning: Brent above $100, 10y at 4.84%, headline CPI 3.4% with PCE 3.7%, three FOMC dissenters favoring a hike, and a mid-window FOMC on Sept 15-16 plus August CPI on Sept 11. Breadth is weak (4.1:1 decliners, RSP lagging SPY over 5 and 21 sessions, only 36% of assets positive over 21 sessions). Cross-sectional dispersion is high with oil, Korea, crypto up sharply and defense, solar, China down. No strong directional edge; most candidates warrant near-SPY expectations with only a few modest overreaction cases.

Portfolio
  • Cybersecurity (CIBR): 35% - V3 selected model rank 1: overreaction with 56% estimated probability of beating SPY.
  • US Large-Cap Value (IWD): 35% - V3 selected model rank 2: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • August CPI (Sept 11) or FOMC (Sept 15-16) surprises hawkish given three hike dissenters, hitting high-beta candidates
  • Oil above $100 spills into broader growth downgrade, widening the drawdown in cyclicals and small caps
  • Cybersecurity's strong prior trend could keep unwinding rather than revert, given 31.5% volatility
  • Weak breadth (4.1:1 decliners) develops into a broader correction, making relative bets irrelevant versus absolute losses

Rationale

Only three candidates combine a genuine relative pullback with intact medium-term support: CIBR (best quality evidence, strongest prior trend, modest drawdown), IWD (highest-quality low-vol value with rate/energy tailwinds) and XLI (deepest relative pullback with moderate risk). Extended winners (SMH, EWT, crypto) and structurally impaired names (TAN, ITA, MCHI) are ranked below as their recent moves lack independent in-window support. Given weak breadth and event risk around CPI, FOMC and the payroll print, a large residual SPY weight is appropriate.

Breadth is weak (RSP lagging SPY on both 5- and 21-session windows, 4.1-to-1 decliners), inflation is re-accelerating with Brent above $100 and the 10-year near 4.84%, and the Fed is on hold with hawkish dissent. Dispersion is high: crypto, oil, Korea and Taiwan have run hard while industrials, defense and China lag. In that regime I favor a small number of high-quality relative pullbacks (cybersecurity, large value) over chasing extended momentum, and keep most exposure in SPY.

Portfolio
  • Cybersecurity (CIBR): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • US Large-Cap Value (IWD): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Hawkish FOMC or hot August CPI/PCE lifting yields and hitting high-beta and small-cap exposures
  • Brent above $100 sustaining an inflation shock that compresses equity multiples broadly
  • Sharp momentum unwind in semis/AI dragging the cap-weighted benchmark faster than the pullback names recover
  • Continued narrow breadth causing value and industrials pullback names to keep lagging SPY

Rationale

The portfolio targets sectors that have experienced recent pullbacks but maintain strong fundamentals or quality scores, such as Aerospace & Defense, Industrials, and Cybersecurity. These sectors offer potential for reversal and outperformance relative to the broader market.

The market is showing mixed signals with moderate growth and inflation data. The Fed is holding rates steady, and energy prices are rising. We expect a continuation of current trends with some sector rotation.

Portfolio
  • Aerospace and Defense (ITA): 35% - V3 selected model rank 1: overreaction with 60% estimated probability of beating SPY.
  • Industrials Sector (XLI): 35% - V3 selected model rank 2: overreaction with 58% estimated probability of beating SPY.
  • Cybersecurity (CIBR): 30% - V3 selected model rank 3: overreaction with 65% estimated probability of beating SPY.
Key Risks
  • Continued inflation could lead to higher interest rates, negatively impacting equity valuations.
  • Geopolitical tensions could disrupt supply chains and increase volatility in sectors like Aerospace & Defense and Industrials.

Rationale

Cybersecurity offers the clearest strong-prior-trend reversal, while large value provides a smaller, more defensive pullback edge. Both judgments are marginal rather than high conviction. Aerospace and defense merits a rebound test but falls below the eligibility threshold because persistent prior weakness lacks a confirming catalyst. The evidence does not justify forcing a third eligible reversal.

Wide observed active-return spreads suggest high dispersion despite the missing aggregate dispersion statistic. Weak breadth, expensive financing and elevated energy prices argue against indiscriminate risk-taking, while stable employment limits the recession case. Selective quality-pullback reversals look more credible than extrapolating technology or crypto gains. Inflation, the FOMC and employment releases can materially change leadership before October 12.

Portfolio
  • Cybersecurity (CIBR): 35% - V3 selected model rank 1: overreaction with 56% estimated probability of beating SPY.
  • US Large-Cap Value (IWD): 35% - V3 selected model rank 2: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • CPI, PCE or FOMC projections could lift yields and disproportionately hurt cybersecurity and other growth exposures.
  • Further oil-price increases could weaken consumption and compress cyclical margins; improving export flows could instead reverse energy-driven leadership.
  • Price-derived quality scores are not balance-sheet or earnings evidence, so apparent pullbacks may reflect unobserved fundamental deterioration.
  • September 10 releases and the ECB decision occur before the entry close and may change the opportunity before the scored holding period begins.

"rationale_summary": "Wide observed active-return spreads suggest high dispersion despite the missing aggregate dispersion statistic. Weak breadth, expensive financing and elevated energy prices argue against indiscriminate risk-taking, while stable employment limits the recession case. Selective quality-pullback reversals look more credible than extrapolating technology or crypto gains. Inflation, the FOMC and employment releases can materially change leadership before October 12.",

Rationale

Highest-conviction edges are quality pullback/shock reversals in CYBERSECURITY, AEROSPACE_DEFENSE and INDUSTRIALS with overreaction labels and p_beat >=55; remaining slate either continues already-extended medium-strength names or shows weak quality/fundamental drag, so SPY remains the default filler under the deterministic rule.

SPY near flat on weak breadth with sticky inflation prints, elevated oil, and upcoming FOMC/CPI; cross-section shows mixed medium-strength tech/semiconductor leadership versus deep relative drawdowns in defense/industrials/China that may partially reverse without clear fundamental collapse.

Portfolio
  • Cybersecurity (CIBR): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • Aerospace and Defense (ITA): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • Industrials Sector (XLI): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • FOMC Sep 15-16 and CPI Sep 11 can reprice rates and growth equities sharply
  • oil near $96-101 sustains inflation and margin pressure on cyclicals
  • weak Sep 9 breadth and equal-weight lag signal fragile risk appetite
  • high-vol semis/Taiwan/crypto can reverse hard if AI momentum stalls

Rationale

One-month scoring is dominated by CPI/FOMC event risk and weak 9/9 breadth, so SPY is the default. The only names with a fair reversal case versus a still-strong mega-cap tape are cybersecurity and industrial/defense pullbacks that combined deep recent underperformance with better quality scores, not crypto or high-vol continuation.

SPY is near a 52-week high after a weak 21-session stretch, equal-weight lagged, and 9/9 breadth was 4.1 decliners to 1. Upcoming CPI and FOMC sit inside the scoring window, so one-month outcomes are mixed between mega-cap continuation and mean-reversion in quality pullbacks.

Portfolio
  • Cybersecurity (CIBR): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • Aerospace and Defense (ITA): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • Industrials Sector (XLI): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • August CPI on Sep 11 and the Sep 15-16 FOMC can reverse both growth and duration-sensitive names inside the window.
  • Brent at $101.21 versus EIA H2 2026 ~$90 implies energy-shock risk to industrials and risk appetite.
  • High-beta tech/semis/Taiwan can keep leading if mega-cap continuation resumes, leaving pullback names lagging.
  • Equal-weight already lagged SPY on both 5s and 21s, so breadth-driven reversals may fail.
