# CapitalBench portfolio-v3.0 Task

You are participating in an offline, time-resolved CapitalBench evaluation round. Every model receives the same frozen information and makes one single-turn, non-agentic judgment without tools, browsing, retrieval, or follow-up.

Your objective is to rank assets for realized return over exactly one week and identify candidates that can beat SPY. CapitalBench, not you, constructs the scored portfolio from your judgment using the fixed rule below.

The deterministic candidate slate exists to prevent omission; it is not a recommendation. Assess every slate candidate. You may add at most two wildcard options from the complete allowed universe, but only when the frozen briefing supplies a specific reason the mechanical slate missed.

Use only facts and mechanical market data supplied in this input. You may use internal learned knowledge and general priors, but do not intentionally rely on facts, prices, news, or events after the research cutoff. Treat section order, mention count, option order, table order, and slate inclusion as neutral presentation choices rather than recommendation signals.

Do not extrapolate recent returns mechanically. A recent winner has no positive edge without independent in-window support. Give extreme recent losers a fair reversal test, but distinguish temporary price overreaction from fundamental deterioration. Use the supplied cross-sectional dispersion, medium-horizon relative strength, volatility, drawdown, volume, briefing evidence, and quality evidence. Optimize for the stated close-to-close scoring window only.

For every assessed candidate, provide probabilities and an 80% excess-return range relative to SPY. Rank every assessment without ties. top3_option_ids must be the options ranked 1, 2, and 3. prefer_spy is a diagnostic judgment and does not override the deterministic rule.

CapitalBench applies this rule after your response:

1. Preserve your candidate ranks.
2. A non-SPY candidate is eligible only when you label its recent return as overreaction and give it at least a 55% probability of beating SPY.
3. Select at most the first three eligible candidates in your rank order.
4. Fill fixed portfolio slots of 35%, 35%, and 30% in that order.
5. Put every unused slot in SPY.

You do not submit allocations or an alternative portfolio. Return only valid JSON. Do not include markdown, citations, prose, or commentary outside the JSON.

## Briefing

# CapitalBench factual briefing — September 9, 2026

Research cutoff: September 9, 2026, 05:56:16 UTC. Market observations refer to September 8 unless another observation period is stated. Mechanical price history ends September 8. Weekly entry/exit closes are September 9/16; monthly entry/exit closes are September 9/October 9.

This briefing provides fixed factual datapoints only. It does not rank, recommend, analyze, or map facts to CapitalBench options. Inclusion, order, grouping, and row count are not evidence of expected return. A mechanical full-universe price, risk, and benchmark-relative appendix follows this briefing in the model input.

## U.S. activity and employment

- BEA's August 26 second estimate put second-quarter real GDP growth at 1.5% annualized, unchanged from the advance estimate, versus 2.1% in the first quarter. Real final sales to private domestic purchasers grew 4.2% annualized, revised up 0.3 percentage point.
- BLS reported September 4 that August payrolls rose 162,000 and unemployment remained 4.1%. Participation was 61.6%, down 0.5 percentage point since January. Hourly earnings rose 0.3% monthly and 3.1% yearly. June and July payroll changes were revised upward by a combined 55,000; these estimates remain revisable.

## U.S. prices and household spending

- BLS's August 12 release recorded July CPI increases of 0.1% seasonally adjusted monthly and 3.4% yearly; excluding food and energy, 0.2% monthly and 2.5% yearly. Energy fell 1.5% monthly but rose 14.7% yearly.
- BEA's August 26 July estimates recorded PCE inflation of 0.2% monthly and 3.7% yearly; core PCE inflation was 0.2% and 3.3%. Nominal consumption rose 0.2%, real consumption rounded to 0.0%, and the saving rate was 3.0%. BEA schedules an annual data update with its September 30 release.

## Business surveys

- ISM's August manufacturing survey, released September 1, recorded PMI 54.6 versus July's 55.6; new orders 53.7; employment 51.2; and prices 71.1. These are survey diffusion indexes.
- ISM's August services survey, released September 3, recorded PMI 55.4 versus 54.1; new orders 60.9; employment 47.8; and prices 72.6. The employment reading remained below 50 despite the headline reading above 50.

## Policy and interest rates

- On July 29 the Federal Reserve maintained its target range at 3.50%–3.75% by a 9–3 vote; the three dissenters preferred a quarter-point increase. The statement reported elevated inflation and uncertainty. No September policy decision was available at this cutoff.
- Reuters' September 8 report quoted the U.S. ten-year Treasury yield at approximately 4.8%. The ECB's July 23 decision left its deposit, refinancing, and marginal lending rates at 2.25%, 2.40%, and 2.65% respectively.

## Equities and currencies

- Associated Press reported September 8 index closes of 7,673.52 for the S&P 500, 52,786.07 for the Dow, and 26,421.41 for the Nasdaq Composite.
- Investing.com's September 8 closing report counted 1,775 declining and 938 advancing NYSE issues, and 2,181 declining and 1,261 advancing Nasdaq issues. These are publisher-reported exchange breadth counts, not CapitalBench-universe counts. Reuters quoted about 153.97 yen per U.S. dollar and a dollar index of 98.86 in its September 8 market report; these are timed quotes, not official fixing rates.

## International activity and prices

- China's National Bureau of Statistics September 1 English release reported August manufacturing PMI of 49.8 versus 49.2 previously; production was 50.4 and new orders 50.6. Nonmanufacturing activity was 49.0 and composite output 49.5. Survey indexes are not GDP growth rates.
- Eurostat's September 1 flash estimate put August euro-area annual inflation at 3.3%, versus July's 2.9%; inflation excluding energy, food, alcohol and tobacco was 2.4%, versus 2.5%. The August readings are preliminary estimates.

## Energy and materials

- Reuters' September 8 report quoted Brent at $99.07 per barrel, U.S. crude at $94.05, and three-month London copper at $14,728 per tonne. These observations are report-time market quotes, not certified settlement prices. Reuters reported attacks on Saudi energy facilities by Iran-backed Houthis; the report did not establish a final disruption duration.
- EIA's September 2 report for the week ending August 28 recorded commercial crude inventories of 424.5 million barrels, down 4.5 million, and 1% above the five-year average. Four-week petroleum product supplied was 20.4 million barrels daily, down 4% yearly. These weekly estimates may be revised.

## Scheduled events, with outcomes unknown

- September 9: BLS employer compensation costs at 10:00 a.m. ET; this is before the entry close. September 10: BLS August PPI at 8:30 a.m. ET, the ECB policy meeting concludes, and EIA's next weekly petroleum report is scheduled. September 11: BLS August CPI at 8:30 a.m. ET.
- September 15–16: FOMC meeting, with economic projections; September 16 is the weekly exit date. BLS import/export prices are scheduled September 16 at 8:30 a.m. ET. Policy outcomes and data values are unknown.
- Within the monthly horizon: August JOLTS on September 29 at 10:00 a.m. ET; BEA third-estimate GDP and August income/PCE on September 30 at 8:30 a.m. ET; BLS September employment on October 2 at 8:30 a.m. ET; and BEA August international trade on October 6 at 8:30 a.m. ET. Published calendars are subject to change.

All observations are descriptive. Scheduled releases have no assumed outcome. This briefing supplies no option ranking, allocation recommendation, or expected-return mapping; complete mechanical context is provided separately in frozen option order.

# CapitalBench factual briefing — September 9, 2026

Research cutoff: September 9, 2026, 05:56:16 UTC. Market observations refer to September 8 unless another observation period is stated. Mechanical price history ends September 8. Weekly entry/exit closes are September 9/16; monthly entry/exit closes are September 9/October 9.

This briefing provides fixed factual datapoints only. It does not rank, recommend, analyze, or map facts to CapitalBench options. ## U.S. activity and employment

Rationale

Rank low-beta quality dividend pullback first as the best risk-adjusted overreaction into a CPI/FOMC week, software second as a high-variance mean-reversion of a -6.5% relative shock with intact prior strength, and energy third on a briefing-supported oil catalyst that also hedges hawkish surprises. Gold and healthcare are secondary overreaction candidates below the eligibility threshold; crypto, discretionary, and defense show no in-window support.

Stagflationary backdrop: Brent near $99 after Houthi attacks on Saudi facilities, 10-year at 4.8%, headline CPI 3.4% and core PCE 3.3%, and a Fed that held with three hawkish dissenters. The scoring week contains PPI, CPI, and an FOMC decision on the exit date, so rate-sensitive growth carries event risk while low-beta quality and energy have in-window support. Breadth is weak (RSP lagging SPY, 37% of assets positive over 21 sessions) and weekly active dispersion of 2.3% is ordinary, arguing for modest, selective deviations from SPY rather than aggressive bets.

Portfolio
  • US Dividend Equities (SCHD): 35% - V3 selected model rank 1: overreaction with 56% estimated probability of beating SPY.
  • Software (IGV): 35% - V3 selected model rank 2: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Hawkish FOMC outcome or hot CPI/PPI on September 10-11 could extend the selloff in software rather than reverse it
  • De-escalation of Saudi supply disruption could sharply reverse oil and energy equities within the window
  • Continued rise in the 10-year yield above 4.8% pressures dividend and healthcare defensives alongside growth
  • Mega-cap tech rebound (QQQ, semis strong last 3 sessions) could leave SPY ahead of all low-beta selections

Rationale

Only three candidates combine a sharp one-week relative shock with an intact prior relative uptrend: Software, Cybersecurity, and Gold. Each is labeled overreaction with modest probability edge, so mean-reversion is the ranked mechanism. Oil has the best fundamental narrative but is already extended and classified as continuation, so it is ranked fourth and remains ineligible. Persistent laggards such as Aerospace/Defense and Consumer Discretionary were rejected as trend, not shock.

Sticky inflation (CPI 3.4% y/y, core PCE 3.3%), 10-year near 4.8%, Fed on hold with hawkish dissents, and an FOMC decision plus CPI and PPI landing inside the window. Oil near $99 Brent on Houthi attacks on Saudi facilities is the dominant macro impulse, favoring energy and pressuring duration and rate-sensitive growth. Breadth is negative and equal-weight lags cap-weight, so index-level edge is thin; only a couple of mean-reversion candidates carry a defensible one-week case.

Portfolio
  • Software (IGV): 35% - V3 selected model rank 1: overreaction with 57% estimated probability of beating SPY.
  • Cybersecurity (CIBR): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • Gold (IAU): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • FOMC decision and projections on September 15-16 land inside the window and can reprice duration-sensitive growth sharply
  • August CPI on September 11 could surprise upward given 3.4% headline and re-accelerating energy
  • Software and Cybersecurity carry 40% annualized volatility, so a reversal miss produces large negative excess return
  • Oil-driven geopolitical escalation could depress high-beta tech and lift the dollar simultaneously
  • Gold has 27% vol and sits 19% below its 52-week high, indicating an unfinished downtrend rather than a clean shock

Rationale

The portfolio targets high-quality technology and consumer discretionary sectors that have experienced recent sharp pullbacks, interpreting these as overreactions. These sectors have strong prior active returns and high quality scores, suggesting potential for a reversal.

The market is showing mixed signals with some recent pullbacks in technology and consumer discretionary, while energy and crypto assets have shown strength. The upcoming FOMC meeting and CPI data introduce uncertainty.

Portfolio
  • Software (IGV): 35% - V3 selected model rank 1: overreaction with 60% estimated probability of beating SPY.
  • Cybersecurity (CIBR): 35% - V3 selected model rank 2: overreaction with 58% estimated probability of beating SPY.
  • Consumer Discretionary Sector (XLY): 30% - V3 selected model rank 3: overreaction with 56% estimated probability of beating SPY.
Key Risks
  • Upcoming CPI data could negatively impact growth-oriented sectors if inflation surprises to the upside.
  • The FOMC meeting introduces uncertainty regarding interest rates, which could affect equity valuations.

Rationale

Oil has the clearest independent near-term catalyst, but its strength is supported continuation rather than an eligible overreaction. Gold and dividend equities offer modest, differentiated reversal edges that meet the rule's threshold. Software receives a fair reversal assessment but falls short on confidence because its volatility and rate sensitivity overwhelm the limited independent evidence. Remaining slots should follow the prescribed SPY fallback.

Five-session active dispersion of 2.30%, weak breadth, and sharp sector divergences favor selective judgments rather than broad momentum extrapolation. Energy has independent supply-shock support, while some prior leaders merit cautious reversal tests. CPI, PPI, and the FOMC decision fall inside the holding window, making rate-sensitive rebounds unusually uncertain. The quality scores summarize price behavior, not independently verified business fundamentals.

Portfolio
  • Gold (IAU): 35% - V3 selected model rank 2: overreaction with 55% estimated probability of beating SPY.
  • US Dividend Equities (SCHD): 35% - V3 selected model rank 3: overreaction with 56% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • Hot PPI or CPI and a hawkish September 16 FOMC outcome could raise yields, damaging gold, dividend valuations, and software simultaneously.
  • Rapid resolution of Saudi supply concerns could reverse oil's risk premium and reduce gold's safe-haven appeal.
  • Benign inflation and dovish policy could produce a growth-led SPY rally that leaves defensive reversal candidates behind.
  • Large software and cybersecurity relative losses may reflect omitted fundamental information rather than temporary overreaction.
  • September 9 developments before the entry close may absorb part of the apparent opportunity before the scored holding period begins.

Rationale

Top ranks favor high-quality shock-reversal names (SOFTWARE, CYBER, GOLD) with deep recent active pullbacks after strong priors; oil/Brazil/crypto show continuation but lack overreaction label required for eligibility; overall prefer SPY given event risk and modest edges.

Mixed one-week setup: soft-landing US data and elevated oil on geopolitics coexist with upcoming CPI/PPI/ECB/FOMC; cross-section shows concentrated commodity/EM strength versus tech pullbacks and narrow SPY leadership, favoring selective reversal tests over broad continuation.

Portfolio
  • Software (IGV): 35% - V3 selected model rank 1: overreaction with 58% estimated probability of beating SPY.
  • Cybersecurity (CIBR): 35% - V3 selected model rank 2: overreaction with 56% estimated probability of beating SPY.
  • Gold (IAU): 30% - V3 selected model rank 3: overreaction with 55% estimated probability of beating SPY.
Key Risks
  • CPI/PPI and FOMC week can reverse rate-sensitive and growth reversals
  • Oil geopolitics escalation or fade can dominate cross-asset moves
  • High-vol tech/crypto mean-reversion fails if risk-off breadth worsens
  • Narrow leadership and negative RSP-SPY leave equal-weight/value unprotected

Rationale

One-week edge is limited: only software and cybersecurity combine a sharp relative shock with prior strength that can be labeled overreaction with at least 55% odds versus SPY. Gold ranks third as a defensive CPI/FOMC hedge but without that probability. Oil and Brazil have continuation support but are already extended and are not overreactions. Prefer SPY as the residual given event risk and modest cross-sectional dispersion.

SPY is within 1.53% of a 52-week high with 8.11% horizon vol while 5-session active-return dispersion is 2.30% and breadth on Sep 8 was negative. The week includes PPI, CPI, and an FOMC meeting on the exit date, so factor leadership is mixed: oil and Brazil show continuation, software/cyber show sharp relative pullbacks after prior strength.

Portfolio
  • Software (IGV): 35% - V3 selected model rank 1: overreaction with 57% estimated probability of beating SPY.
  • Cybersecurity (CIBR): 35% - V3 selected model rank 2: overreaction with 55% estimated probability of beating SPY.
  • S&P 500 (SPY): 30% - Deterministic SPY fallback for V3 slots without an eligible active candidate.
Key Risks
  • PPI on Sep 10, CPI on Sep 11, and FOMC on Sep 15-16 can reverse both growth-tech rebounds and commodity continuation.
  • Software and cybersecurity 40%+ horizon vol can dominate a one-week window even if the pullback was transitory.
  • Oil geopolitical premium may fade if EIA data or no confirmed Saudi disruption duration is priced out.
  • Ten-year yield near 4.8% and a 9-3 July FOMC dissent keep duration and high-beta growth two-way into the exit close.
